The Opportunity

We are looking for a Senior Change Manager to support organizational transformation and system adoption on major public sector engagements. You’ll be responsible for developing and executing change strategies that help people navigate transition—whether adopting new technologies, adapting to new roles, or transforming service delivery.

This role is ideal for someone who brings a mix of strategic insight and tactical delivery, understands public sector dynamics, and knows how to balance structure with empathy.

Key Responsibilities

  • Develop and lead enterprise-wide change strategies aligned with business goals
  • Create actionable plans for communications, stakeholder engagement, training, and readiness
  • Conduct change impact assessments and stakeholder analyses
  • Facilitate workshops, focus groups, and leadership alignment sessions
  • Collaborate with project managers, business analysts, and communications leads
  • Develop and deliver training materials and tools that support adoption
  • Monitor change readiness and adjust tactics as needed
  • Provide coaching to leaders and managers through change processes
  • Measure and report on adoption, engagement, and resistance trends

Qualifications and Experience

Required:

  • 7+ years of experience in change management roles, including at least one major enterprise initiative
  • Strong knowledge of change frameworks such as Prosci, ADKAR, Kotter, or similar
  • Exceptional facilitation and interpersonal communication skills
  • Experience developing and executing stakeholder engagement and communication plans
  • Familiarity with digital transformation, system implementations, or public service modernization
  • Strong writing, documentation, and presentation skills

Preferred:

  • Prosci or comparable change management certification
  • Experience working within public sector or healthcare organizations
  • Experience in complex, multi-stakeholder environments
  • Bilingual (English/French) communication skills
  • Willingness to travel if required
